I have received confidential letter from the Bishop

of Hong Kong asking me personally to review the case of

Rex versus Ng Loi Yuen in which I understand you have

confirmed death sentence after consideration in Executive

Council.

Please inform Bishop in reply that prerogative

of mercy has been delegated by His Majesty to the Governor

and that I an unable to intervene. If Bishop desires to

make representations he should address them to the Governor.
